The year is 1998. Hero cop Smocaine and his partner Deuce stake out the crime-riddled back alleys of South Daytona Beach. The duo spot a truckload full of P2P and Crank being shipped in by local scumbag Spider. Smocaine knows firsthand what drugs can do- Whenever he shoots a hot batch of heroin between his toes, he turns into some kind of super cop.
